Well it depends on which vehicle and engine size.
On most, fill it about 3/4 of the way, leave cap off, start engine and wait until the thermostat opens up, (upper radiator hose gets too hot to handle) and then fill to proper level. install cap and drive vehicle for about 20 miles, and then top it off, if necessary and check for leaks. That's what I usually do unless it is a mustang with a 3.8L or something like that..
