water pump virgin

My neighbor tell's me that the shaft (the shaft that the fan clutch attaches to)coming out of the water pump should be free wheeling......... mine won't budge ...... will not rotate even with vice grips.
Is my water pump seized?? Or is my neighbor wrong??
Have a 1994 F150...........

Thanks for any help!!

The shaft of the water pump is behind the pulley with the belt around it. if you remove the belt then the whole thing should spin pretty easily. If you have the belt installed and you grab the shaft that you can see then you have hold of the fan clutch shaft that is held on to the front of the waterpump. it will not spin without spinning the pulley underneath the belt or turning the whole engine.
