I am a Harvick fan but I do agree that he tried to block Gordon. The question I have is why does Gordon get to go below the yellow line without a penalty? Harvick didn't force him down there you can see that on the tape. Nascar said if you go below you are penalized and if you are forced below you are both penalized. Gordon had plenty of time to lift, he just barely touched Harvick.

Nascar enforces the rules only when it wants to and they never enforce them if Gordon is involved.

Nascar applied the rule consistently, Gordon did not go under the line and improve position, neither did Marlin, so neither one was penalized. I guess, if you are forced below the line, as long as you do not pass anyone (back off), you do not get a penalty. Apparently, if someone in front of you spins or you cause a car in front of you to spin, it is okay and you get no penalty for improving your position.
