Turn the heater control to full hot and just let it idle with the cap off. When the level drops, add more coolant very slowly.

the line going to the thermostat is cold.. the line coming out of the top of the radiator is hot. So the thermostat won't open I feel like because the coolant in that line is cold. I am burping the cooling system. The coolant level won't down however, becasue the thermostat won't open to suck the coolant into the engine.

I still have no heat in the.. it does overheat.. but the line coming out of the top of the radiator is hot.. the line coming from the bottom into the thermostat is cold. We just changed the thermostat so I can't imagine its is that... While I had the thermostat off I stuck my finger in and felt the water pump fins.. they felt fine.. and they wouldn't spin freely which is a test a heard is able to determine if the pump has failed.
-steam is also coming out of the reservior/rad cap its a jetta so it doesnt have a true radiator cap

If you aren't getting heat inside you're not done burping. Try parking the car with the nose up hill, the steeper the better. The problem is the top of the heater core is higher than the reservoir is. If you park up hill, or lift the front on a jack, it puts the reservoir higher up and will help to burp the air out.

You sure you didn't install the thermostat backwards? Pull it back out and toss it in a pot of boiling water to make sure it isn't defective.

Yes I put it in boiling water before I installed it to double check.

Ok I will continue to try to burp the lines when I get home..
