Throwing a water balloon at a person in an inquistion or court room, or any other place when you are not friends would be assault. Throwing one at a friend as a joke, no. Use some common sense.

Seems today there is no delineation between a joke and assault, they are both a joke to some unseen line ( up to the person committing the assault to make that call I guess ).
Throwing a balloon at a friend is still assault, joke or no joke.
But, I'm done giving my opinion, obviously some find a pie in the face funny and some find it assault. I didn't find the video funny at all, thought it was quite stupid. I was just trying to see how it was assault when it didn't do any harm.
I never said throwing a water balloon at a friend, obviously I know the difference between a friend and not a friend.

You just verified the point I was making. It was meant to humiliate him. That is harmful and assault as far as I am concerned. Not acceptable behavior at all.

Depends on the situation. If I thought it was someone doing it as a fun prank, such as in my neighborhood, no. If I was testfying in court, absolutly. Totally unacceptable and rude behavior meant to demean the recipitient and not acceptable in civilized society.

I'm not trying to stick up for the OP for saying it was funny, because I didn't hear about this pie to the face thing or seen the video until I came on the forum. Seen the video, and found it stupid and not funny. I just think people have their own opinions in what is humor and what isn't.
Some would say me paying the strip club joint $80 to bring my friend on stage, have the strippers dance all over him, then rip his underwear off by giving him a wedgy and pulling his pants down and spank him a few times that left welts, against his own will would say that's not funny. All of us (his friends) found it hilarious.
Would that be assualt from the strippers?
I don't think you can say our society is spirally downward because of what people find funny. I guess watching Obama on ESPN to hear who he thinks will win NCAA Basketball would show how our society is spiralling down.

A bunch of guys from work were discussing this at Hooters yesterday. One guy was taking the track of some of the guys here in this thread, and poo-pooing the rest of us... Until someone threw a glass of water in his face. Laughter followed, but none of it was his. Sadly, he didn't see the irony. He still thinks it's okay to humiliate someone he doesn't like, but he's off limits when it comes to "joking around."
Okay, I made that up. That's about how it would go down though.
