i have asked the dot police.

Max width for unpermitted loads is 8'6". As I remember from my commercial license test, only 6" is allowed to project on the drivers side. Height limit which it looks like this load could exceed is 14'. There is also the max load limit of 34,000lbs on a tandem axle. If that trailer weighs more than 4000lbs, he's overloaded........and since I have a trailer like that one, he's overloaded. In rural areas most of the LEOs will just look the other way. But should he get in a wreck like the dude at Uvalde did and kill someone, he'll be on a sabbatical at Texas taxpayer expense for many a year. They call it man slaughter in Texas. If this is some one you know, he's taking one hellva chance and risking everything he and his family owns every time he pulls that load. I'd suggest getting some one that has the permits and equipment to haul it.
Many truckers consider it bad luck to pull an empty trailer. I've seen tractor trailers with a tonka truck strapped to the back. It may be silly to us.... but they have their reasons...
