As far as looking dated the Chevy CK trucks looked the same from '73-'87/'91 (1/2 ton/ 3/4+) and the current Ford Ranger has been the same for the last 16 years.

He definitely wants some good money for it -- although you'd be hard-pressed to find a vehicle like that with so many miles left in it for such a small amount of money. 60,000 miles on a Cummins diesel is nothing.
The one issue he'll likely run into is that there are few sources of financing for a 17-year-old vehicle with an asking price several times higher than its book value. So not only will he have to find someone looking for a pristine, old-school Dodge Cummins, but they'll also have to have almost $20,000 cash laying around in a bank account.....

Personally, I like the truck and I would probably pay 10k max for it, but as you said, almost 20k will buy you a very late model truck with low miles and all the modern technology built in for the same price.
Personally, that is more of a Jay Leno type of truck... something rare and over priced.
Doubting that Jay would buy it... but you get my point (hopefully).

Dodge has not always been behind, that "Old as hell" bodystyle you're talking about was the leader in '94. Before then, there was no such thing as a rounded body on a pickup truck, also Dodge designed the 94's to have styling cues from big rigs.
