what class strobes do you need to meet, DOT (class1) do you have a link to the strobe company?

Most people in FL who do DOT jobs (strictest for strobes) run them in their headlights. A few have done both their rear back up lights (clear) and their rear bed lights (clear) so you have 4 rear facing strobes. It works well.

i have 2 in the heads right in front of the headlight reflector .. 2 in the rear in the turn signal placement and 2 in the top at the cab lights ... 120w 6 head kit not a name brand but use them all the time and have never had one problem with them at all

Technically speaking, the closer you put the strobe bulb to the center of the reflector, the more efficient they will be. Of course the existing bulb is already there, so you're compromised at best. You'll have better luck with your rectangular fogs because the bulb will automatically end up nearer to the perfect location. In your headlights though, you can't come anywhere close to the optimal location.
