Towards the end of that vid... was that seaweed/kelp he drove through?

That water is friggin nasty! YUK!

I think there's a second part to that where a big lifted 2500 Dodge got stuck.

I've seen this posted in the past. Some one commented once before that the tides can role in very quickly at that place and possibly they had to quickly pack up camp and role out of there.

That is Kelp.
That's Oceano(formerly Pismo) State ORV Park.

High tide rolls in fast sometimes and washes everything up on the beach.
Great place,and you can make some serious 'beer money" pulling out stuck vehicles!!
