It might be if the driver has a commercial license.

That arrangement looks pretty unsafe, though.

You CANNOT get on I35 without seeing packs of those cars heading to Mexico. They will always have "IN TOW" written on the back window of the last car. I saw one a couple weeks ago where the guy misspelled and wrote "IN TOWN" on the back.

I know it isn't in Ohio, where I grew up. It is definitely unsafe.

increased camber means sports car like handling, even while towing two cars
