Yeah, there is always a chance to get a sympathetic judge.
I guess a lot depends on how the judge views the law and extensions on fix it tickets.
Seems to me if your vehicle is not in compliance, the time period (and extension) to prove it is fixed is not your guaranty that you can operate illegally for up to 3 months, only to fix it at the last possible moment.
Basically, if the vehicle is illegal, you don't get to drive around scot-free for 90 days. You are supposed to fix it Day 1 and then take up to 89 days (including extension) to go prove it to the cops.
BTW, if you do go before the judge, the story about 4 weeks downtime to get the heater fixed seems fishy to me. You have gobs of money tied up on your truck, and you are going to let a shop take 4 weeks to fix a heater? While it was sitting in the shop for 4 weeks, you could not get any of the violations fixed?
You roll your dice in court. You could easily et a judge that is more hard-*** than the cop, and find yourself with $1,000+ in fines.

Just to give you an example around here. If you get a parking ticket. And an hour later, or whenever another officer comes by, whether it has a ticket on it or not, they can write another ticket, and you will be responsible for both, or however many they write. My guess unless like already stated, and you get a sympathetic judge, you are going to be SOL.
