Yeah... that'd make me scratch my head... some Mexican walking into my dealership and giving me 4.5395 billion pesos for a truck. I mean it's gotta be one or two things...

1. Very wealthy/powerful Mexican.
2. Mexican drug lord.

Now out of both of them, I think the Mexican drug lord has them beat.
