The inside of the cooler. Like the bottom or sides.

If the inside of the cooler is leaking, you'd probly be best off buying a new one. But if you are set on repairing it, I think your best bet would be 100% silicone caulking. If I remember correctly, it's toxic when in fluid form, but non-toxic when cured. I may be wrong though...

I didn't know Loc-Tite made one, but I've seen a pet store owner repair his fish tanks with clear silicon

So, you are making a container to put in your center console that will hold ice and not leak?

I'll just mention there are collapsible cooler manufacturers out there that make all shapes and sizes.

They even make them that look like lunch bags.
I'm sure you could find one very close to your console demensions.
If it's a little too big, it easily compresses in any direction.
If it's a little too small, it won't rattle around.

I was going to suggest an aquarium glue since it will obviously hold up to water, however, it is meant to bond glass and not plastics. It may not hold up well. Silicone probably won't hold up well on plastics. I used some on a plastic grass seed spreader (used for rock salt) that had a crack in it. It peeled off in the first 5 minutes of using it and it had cured for weeks before being used.

Either ice or ice packs. Prolly ice packs so there isn't all that water in it when it melts.
