Bet he is running larger tires... most people add bigger tires thus making their speedometer go down. Gonna guess they are 18's @ P285s.
Rarely do people just do gears for stock tires... but I'm an exception. I'm running 4.10's with P235's stock Hank00ks. This makes the speedo look like I am going faster than I really am. So if I am going 55 mph according to the speedo, I'm really going 50 mph, roughly.

I almost agree but a lot states don't require a speedometer. This way poor calibration cannot be used as an excuse. The driver is responsible for their speed with or without a speedometer. This creates a win/win for the revenuers.
Before i re-calibrated my speedometer with the xcal2, my speedometer would say 63 when i was actually going 70. I have 35" tires, and my computer thought i was running 31.5" tires.
You can have your speedometer "offically certified" by taking it to a place that does that. I think they put it on a dyno or something... but I'm not sure how much it costs though.
