Iphone ?'s (mainly for Canucks)

Even Rogers couldn't answer this, but perhaps some of you may be able to offer some info.
The new Iphone3G is being released on the 11th. I'm considering getting one, but I want to know a few things that will make or break the deal for me.

The GPS on the Iphone looks great, so I'd just land up selling my Tomtom (for a great deal too, since I got it for a song), but when paying for a data plan, which I intend on doing, does web surfing and GPS usage in another country incur roaming charges? IMO it shouldn't. If you're paying for wireless internet, you should be able to use it anywhere in the world. I'm not talking about WiFi, because I realize this is free anywhere you can get access to it. Where I spend a lot of my time up north, I'm nowhere near WiFi, and that's one reason I'm willing to pay for the service, but if roaming charges are incurred while in the states for GPS and surfing, what's the point?
