Just like Homer says you could try rolling through inspection with the windows down and hope they don't say anything to you about rolling them up. You could try keeping them down and place large trash bags and duct tape over the windows saying you were vandalized last night and didn't have time to have them replaced but are on the way to do so right after this inspection is over.

My state doesn't care that there are unsafe POS driving around so I have never dealt with your situation but maybe it would work.

They will fail you for having non-functioning windows. The only way to pass is to remove the tint. I live in NJ and there is no way around the tint laws. Good try though

Well I passed in NC, the papers I have say no tint on the front windows and I have 18%, 35% is the legal limit down here. No $20 required either...

Yea, thats a stupid law I realized when I moved here. Luckily, my trucks are registered in Fl. So jersey laws dont apply.
I've come to realize living in NJ isn't that easy. When I first got stationed here, tried to go look at a couple shotguns at the outdoor store for some deerhunting, since jersey is a shotgun only state. HA, I shortly found out it was a waste of time, b/c you need a card just to hold a gun in the store, then the hunting license and regulations are out of control.
And they seem to like to close off public wildlife management land. I can see why there are a bunch of hoodlems here. Nobody can afford to do outdoor activities, so they wonder the streets causing havoc. Plus car insurance is really expensive.
Whew... rant off

If I'm not mistaken, NJ is a state where you have to get your inspection at a state-run station, not an independent shop that simply has an inspection license.

Many years ago, I lived in NJ. I was in the military stationed in IL. I kept my NJ registration, and I had to go get an inspection when I was home on leave. They failed me for having a sticker other than an inspection sticker in my windshield - my BASE STICKER which was applied as per my base regulations. I almost had to break the inspector's arm as he reached in with his razor to scrape the base sticker off. I told him just to put the red sticker on, I was going to be gone before it would expire - and when I got back to IL I transferred my registration.

Here is what I did...

I was a PI working insurance fraud jobs here in Houston and had deep limo tint on all windows and a pretty good strip across the top of my windshield. I would sometimes videotape from inside my truck and couldnt be seen so it was a must for my job. Inspection came up and I failed due to the tint. So I drove by a couple places explaining that I failed and asked if they thought it looked too deep.

Found one guy who kinda smiled and asked if I was paying cash. He mentioned that getting the tint inspected cost an extra $40. I glady agreed and everything passed with flying colors. He did mention the penalty for getting caught was a hefty fine and possible jail time so I was to keep my mouth shut about what shop did it for me. I gladly agreed and even went back to see him the following year to get it inspected again.
