You would eliminate the majority of bad drivers around the globe.
BTW driving in the North East sucks as well. All the tolls and crap. On top of that there is no flow. I have never been able to drive a consistent speed for more than 20 minutes and on a five hour trip THAT SUCKS!

This is where I have to jump in and speak my piece.

Notice that this event happened in Hartford, Connecticut. Downtown Hartford!

It absolutely was two ricer cars, racing down a city street. That part was easy, the majority of cars in Hartford are ricers.

Those cars were being driven by former residents of the isle of Puerto Rico. That part was also easy, they're the majority in Hartford, and they all, every one, drive just like that.

The person who was hit was once from there too! If he wasn't, he would have left that city years ago.

The reason no one stopped is because this sort of thing is so common, people are just used to it. Well, actually, there are a few small areas of the city where that stuff is not the norn, but they are shrinking daily.

The only thing surprising is that this particular event hit the news media. It happens every day, you just don't normally hear about it.
