Whats this mean??????

THis is the message it get.

I get that message everytime i try and post under my other name. I created this one just so i could figure this out. Any help would be great.

This is hte second time in a year that this has happened and it makes me kinda upset. I know i didn't do anything. Well.... Nothing that im awhere of....
