I think it was a police car camera because it looks like a cop that is running up to the scene you can make out his gun belt and it sounds like he radios it in before leaving the car

Taiwan police sit and film people commited traffic violations. This cop happend to be at the right place at the right time.

Apparently traffic control is also more important than even bothering to check the victim
