Well thats what I was thinking at first then again it has been replaced and yes I do take into consideration about defective parts and also I was really questioning the water pump.

I'm not a crackerjack when it comes to this stuff but, that sounds like a fair shot in the dark too... *shrugs*

Pull the radiator cap, and put another car under it.

Pull the thermostat make sure it was installed in the right direction, if so, then put it in a pan of boiling water, in about 30 seconds to a minute it should be fully open. If it does not then that is your part, if it does then leave it out "atleast temporarily", reinstall hte goosneck onto engine block with thermostat out and take the radiator cap off, start the car and look inside he radiator. You should beable to see the water circulting "you may need a flash light". If it is circulating, then it is a deeper problem, could be radiator is blocked or possiably a head gasket or worse. If it isn't circulating, then it is either blockage or water pump.
if everything works with the thermostat out, "depending on outside ambeint air temp, car may not ever get to running temp if it is cold out", but if eevrything seems to check, then reinstall thermostat making sure to install it in the right direction......

I used to own a Neon 5 years ago and always had heat issues.....my thinking is the water pump, or perhaps something electrical that's not responding.

Who knows.....until you start testing every scenario, you never know.

sounds like it could be,

no coolant in the system
Thermostat is stuck
Water pump is not working, seized, no belt or impeller broken off.
a major blockage in the radiator

On my 1991 ford probe GT I had a temp problem. I replaced all the cooling stuff, rad, wat pump, thermo, hoses, sensors, still I had high water temps. I didn't know this until after, but my battery had a slow drain, bad cell. It failed so slowly it gave the electrical systen low voltage and gave me bad gauge readings, I changed it and pow, no more overheating, or high temp readings I should say.

This has nothing to do with your problem whatsoever, I just felt like sharing.
