That message should only display based on heavy server load, not actual number of users, as defined by the server itself. Ordinarily, our server load (a number used by Linux to represent how hard the processors are working) generally hovers around 1.00 on a dual processor machine, and right now it is at 0.78. I have vBulletin setup to display that message if it hits 10.00, which would likely indicate a process got locked in MySQL, is eating up all the available memory and has pinned the processors. Since loads are low right now and traffic is typical, I am going to chalk this one up to a temporary hitch.
