Thats exactly what I want to do but how do I create a new user? When I run in safe mode I have the same problems. No start menu, nothing.

Either through task manager or start run

c:\windows\system32\nusrmgr.cpl

Should launch the user manager. Add a user and reboot...see if it you can log in as the new user.
