Weird. I noticed that in the background of the vid, I could see three different human shaped shadows.

 

Well I was impressed at first....

After careful preliminary analysis, I believe that it's a hoax.

During the disappearing act, there is .30 seconds missing off the clock and they are both on a different road.
During the "supernatural speeds", watch the clock speed up almost 1.5 times too.....
During the magic fence act, the car actually went through the fence atleast 2 fence post to the left prior to where the patrol car pulls up. There could be an opening there. Since the first two are false then I can't believe that it was a solid fence either.

Because it's so obvious then it's not worth authenticating with the GCPD nor further analysis.

Case closed...

I agree we are not alone and somethings we dont understand, but this one is fake. I tottally understand it.
