Don't know what the point of such a set up is.
I came upon a Ford Excursion Stretch Limo . . . that was lifted.
The Hell??!!??
Is it just me, but if I take a limo (not that it's a common thing, it's only happened a few times . . .) I expect it to be luxurious and most especially comfortable, which means I shoudn't have to climb a ladder to get in.
Nothing says class-less better than that thing.

I'm wondering if it isn't just an air ride suspension with an operator (driver) who doesn't know WTF he's doing.
Many of the big stretch limos (Hummers, Navigators, ets) have air bag suspensions because of the wide variety of loads they carry. Maybe this guy is just testing some new bags...

That's nothing new for here, seeing a lifted and stretched Humvee or Navigator running daily errands is a daily scene here. Can litterally find one or two in wal mart SC, parking lot running/waiting is a regular site too.
Now my question
Who in the world that can not only afford to buy or rent a limo, but have it chaufered too... shops at a freaking Wal Mart Super Center or Dollar Tree? WTH Mate?

In answer to your question, I seem to remember someone posting a pic from a newspaper clipping where a woman was quoted as saying something to the effect that she only shops at Wal-Mart when she feels like having to get dressed up.
So, she and those like her are the ones.
As for the comment about the "limo" rolling over . . . not much chance of that happening here as the avg speed on freeways is "0" MPH and on surface streets is around 5 MPH.
