I've had my 30' TT loaded off and you can really feel it. I've got the WD hitch and sway control. A simple thing of moving a suit case, tool box and a case of water to the other side in the back fixed it.

My crew works nights tonight and tomorrow night but I'm off those 2 days. I'll be days on Sun and Mon.
The trailer is almost unloaded. There were some pretty heavy boxes we put in last and the 2 sofas which were along the sides shoved to the front were lighter than I thought. One thing I do remember when loading the truck is when it was done my son and 1 of his friends sat on the back floor taking a break and it stood the trailer up on end. But when they got off the trailers hitch went right back to the ground.
Maybe the weight was off a bit. I didn't think it was. One person did lift the trailer on to my hitch by himself. Even when I cranked the hitch down to the lowest position my truck did not sag at all which I thought it would have. I do know from past experience that carrying 4 motorcycles on a trailer I had to lower the hitch because it did sway until I adjusted it. That is why I lowered the hitch all the way down for the extra shift of weight. But this time it did not work.
It was definitely a scary 400 mile ride through the mountains and especially going through the 4 tunnels.

My first thought would be that U-Haul ain't exactly well renouned for the quality of their equipment. We take a 5x8 trailer to Texas every now and then; the most recent one we took swayed and bucked my truck around a bit, not enough to worry about, but it was definitely felt. It felt like the axle was out of alignment or something. I told the guy when I brought it back to him and he looked at me like I grew a third eye.
i would have guessed not enough tongue weight. i had the same problem towing a 18' boat and trailer put on my trailer. as soon as we took off the outboard and put it up by the tongue it was ok.
you drove right through Harrisburg on the turnpike. i prolly could have met you and helped adjust it or we could have had a bite to eat if i had known you were passing through.
i normally drive the turnpike to cross the river where the new bridge is being built.
