A man died and is at the gates of heaven talking to St. Peter. He notices a wall of clocks behind him, and each clock had someones name on it. The curious man asked St. Peter what the clocks were for. St. Peter told him those were "lie clocks", and each person on earth has one. Everytime the person tells a lie, their clock turns once. St. Peter showed the man a few clocks, such as mother teresa's, whose clock has yet to move, meaning that she has told no lie. While looking through them, he notices that there is no clock for George W. Bush. The man asked St. Peter why Bush had no clock. St. Peter responded, "Bush has a clock, it's in Jesus' room, he's using it as a ceiling fan."

 

That joke was funny 10 years ago when it was used with Clinton as the object of ridicule, seeing as how he was in the midst of the Lewinski scandal and testifying with such memorable quotes as "It depends on what the definition of 'is' is" and "I did not have sex with that woman".

With all the excessive and unjustified Bush Bashing going on in the press for the last 5 years, the joke is not as funny the way you told it.
