You guys may get a penalty repayment (If your contract stipulates it); but if you didn't have an SLA (Service Level Agreement) that was breached, you won't get anything...
Nothing was bad in house, and as far as I know, the problem still isn't fixed. We just worked around it. I'm a newbie telcom guy, but isn't the DS1 on my wall in the telcom/server room? I know we have several DS1's in there, but that's not where the problem lies. We're looking at moving away from this particular carrier ***cough*** eMeritus ***cough***

Yes, your DS-1 (T1) 9.9 times out of 10 comes into your telecom closet from outside and is referred to as the "Demarc" (Demarcation Point) generally it is where the local exchange carrier (LEC) terminated their circuit- and where (unless an inhouse wiring plan was ordered by the company) a 3rd party vendor will pick up responsibility for the troubleshooting & repair of the circuit.

If the problem isn't onsite- the above is just useful FYI type- information.

If the internal wiring or demarc extension was installed by Emeritus, life will be easier for you. Otherwise- you're going to play hit & miss trying to get the LEC and the 3rd party vendor (If applicable) onsite at the same time to test head-to-head and conclusively identify where the fault is.

It could be a wiring issue (slim chance) a CSU issue (unlikely, but possible) a site PBX issue (Best bet), a network switich issue (Good possibility too)...

The fact that you guys can receive no incoming calls (In your normal state) leads me to believe the problem is at or beyond the demarcation point- going back into the network.

Not knowing your circuit layout, I'm just guessing; but if the wires are secure at the demarc; I'd suggest having your switch/PBX tech take a look at the local configs- if all that's clear- you have a stronger point in engaging whomever your solution is purchased through (Emeritus) and let them coordinate troubleshooting & repair; or contact your Local Exchange carrier; especially if your work-around solution gets flaky...

We're signing new contracts and replacing 7 T1s with 7 new T1s over the coming couple months. T1 Turn-ups are a pain. We'll be on the Broadwing and MCI backbones.

I'd suggest using EDS or IBM to provide your business solutions; preferably EDS...

They both use MCI and AT&T for long haul service- and both offer managed & monitired backbone & ISP services for your business needs as well.

At least- that's what I hear!
