I think the changes that should be done is for some tough love. Basically giving the very bare min. to the have not's. We need to cut their benifits in 1/2 if not 3/4.
Until they realize they HAVE to take responsibility I am afraid the problem will never be solved.
We have tried for the past 40 + years of taking from the have's and giving to the have not's so I think for the next 40 years we need to take from the have not's and put them on their own to survive. If they survive great, if not oh well so sad...

I don't love Bush, but he is our President- and I don't think for a second that the feds withheld assistance because the ones that they showed on TV gave the impression that only blacks were left behind.
And even if he does think it, and even if its true- Kanye West needs his *** kicked for what he said on national TV about Bush; Nagin needs his whipped too...

I'm surprised no one has mentioned the comments that Jeb Bush made during the Miami/FSU game Monday night. When asked by Brent Musberger about the hurricane, Jeb said, "it's payback time for the rest of the Gulf Coast since we've had the last 4 come through Florida." CAN YOU BELIEVE THAT? I hope he sincerely misspoke, because if he meant it the way he said it, then that makes him a horrible person. Who is he to suggest that other states/cities/towns should also bear the burden of mass destruction and death? It really made my blood boil when he uttered those words. I'd love to hear him tell that to my friends and family in N.O. that have nothing or next to nothing to go home to. Arrogant Bush a$$.
