According to the article (which, ironically I am reading right now), Hau Tai-Tang, the Mustang's chief program engineer is quoted in the article as saying "at least 450 [horsepower]."
You can put 700 HP in the Mustang, and it won't out-run a Viper..
It's all about balance, and the ability to get the power to teh ground with minimal tirespin, maximum traction, and a great launch... The Viper does all that in spades...
I mean, it'd be cool to have "Near Viper" performance, but let's not kid ourselves.. I don't care how much lipstick you put on a Mustang, it's still a Mustang- and will never, EVER, be in league with the Viper or Corvette...

a 700hp Viper will easily outrun a viper. The older vipers are not exactly balanced like they should be. The 03-04 cobra with 700hp would either have to have a solid axle swap or beefed up rear end to take the power. A set of slicks and proper suspencion and it would easily run 10's. No stock viper runs 10's.
I would say a 500hp cobra, with proper driver and suspencion/tire setup would outrun a viper.
But its totally differnt from a straight line to a twisty road... The Cobra would need some work then.
In the end however, a Cobra will never be a Viper/Z06. but for the price, they are a hell of a performer.
