It seems like it would be a good thing to have a federal law that would disclose a vehicle's history when it is for sale on a dealer's used car lot.
Unless a person uses something like carfax, they're in the dark as to the history of the vehicle they are interested in.
Case in point, my 2002 Screw I just bought. Without checking carfax, I don't know if it was in a collision or any of the service history.
I know that it work against a dealer in some cases, but it would be good from a consumer standpoint.

Yep, it's a good idea. But, who would police the system so that ALL repairs were posted on it?? Also, what about the guy that fixes, rigs, it himself??
I think it would just be another nightmare to enforce.
Heck, they can't even keep titles straight. Branded titles [totals, lemon law, flood cars, etc] Pro's run these titles through several states, like Tennesse, and end up with a clean title.

It would be nice, but I really don't want the federal government sticking their noses into yet another aspect of life in which they do not belong. Carfax is nice, but it's not perfect either. The consumer's best bet is to be knowledgable abd be vigilant when purchasing a vehicle. No one is responsible for laziness or incompetance on their part. JMHO
