Its Still A Ford

My aunts 95 mustang 3.8 has no heat. It blows cold air and thats it. It has plenty of coolant. My question is this. The problem is usually 1 or the other. I believe she had the thermastat checked but if not that could be one or the heater core. But i dont know that if the heater core goes bad it will still spittle out air anyways. Any advise would be great.

It could be the heater-control valve. I think they may rust closed?
