My daughter got the same balloon for her 3rd birthday a month ago. She told them she wanted a Dora balloon for her birthday & thats what they got her (along with a few other things).

Yes, I had quite a theme rolling around... Dora, Spongebob, Care Bears, My Little Pony, Finding Nemo, Hello Kitty, Strawberry Shortcake...

I couldn't wait until I'm 21 either! Now that I reached 21 and now 22, the only thing to look forward to in age now is death! LOL No more looking forward to being 16, 18, or 21 anymore, next on the list is death!
