Question got a question

this isnt about lightnings or anything... my sis has a 99 cougar(stick) it was my cousin's car before he left for iraq. well this morning we go to crank it and it wont start. it starts clickin and the rpms go all the way to eight and back down and then speedometer goes all the way up then back down and it never starts up. its been pretty cold her lately in the 20's or 30's. any ideas what the problem could be?

thats what i was thinkin... we already decided to go get another one tomorrow morning. i just went out there a few minutes ago and tried to crank it up and she started just fine.

cables could be loose or dirty also
