In this case i think if i was sliding for the distance these cars where i would have put it in reverse and slowed down that way still might have got nailed from behind by the next car

the putting trany in neutral i was taught was for when u hit black ice like under a overpass it just stops your gas / brake foot from screwing u up

As far as insurance claims i think the city will get the blame non salted streets or road conditions
