X-plan sponsor
I found this out the hard way...
I called up and spoke to someone about it...the guy more or less said "Tough S**T & Get Lost" That's the price and we're sticking to it. I told him "Fair enough, I'll just go down the street where the dealer there will honor my X-Plan AND not tack on any BS pricing and order my car from them. I'll wait 3 months if I have to, to keep you guys from making a nickel off of me".

The dealer is supposed to make sure that you are who you say you are and that you work for one of Ford's partner companies. Usually proof of employment via W2 or paycheck stub.
If the dealer doesn't do this, then they are knowingly breaking the X-Plan rules. Shame on them.
To be honest, X-Plan pricing isn't really all that great. A good negotiator can get the dealer down to that price with some work. The major difference being, One you have to work for (sometimes even hours), the other is just a walk in and walk out with a good deal.

One of the mustangs was actually bought by my brother, he called me from the dealer and I entered his name in the PIN site so he could get a pin while the sales guy waited.
Not long ago Ford sent out e-mails saying to share your PIN with anyone, they apparently wanted to drum up some business.
