Let's say I am going to buy a mustang off of a guy, and he had intended to use it for racing. Now, when he bought it, he got a bill of sale, and no title. Since he intended to use it for racing, and didn't want to pay sales tax and such on it.

Now, if I buy it from him, with no title but a bill of sale, is it possible to get a title so I can register it for the street?

How would I do that?
