Why do cities do this?

Why do cities do this?

Here in Jacksonville, we have many different road construction projects all going on at the same time. There are at least 30 different areas where they are doing construction. Well, they get started and will get about half way through and then just stop working because supposedly run out of money for the project. But then they turn around and approve another road construction project somewhere else in town and then leave the other one half finished. Then there are barrels and barricades and cement barriers left for weeks at a time and nobody works in that area. We have one major intersection coming into my town that every day backs up for several miles during rough hour traffic. They are working on building a better exit lane off the interstate. Well they had to build a bridge over a creek to do this. I haven't seen anyone work on this section for at least a week now. And now they are starting other jobs when they haven't even finished what they are already working on. And the roads they are starting on are more of a beautification type of project for the SuperBowl. We have roads all over town that have potholes and are just down right bad and dangerous roads.

We have the SuperBowl coming here next year and this city is nowhere near being ready for a SuperBowl. Nobody wants to come to a high profile event like that and be detoured around and drive through all that constuction. The city needs to learn to finish one project before starting other projects. I think they could actually get more done, by finishing one first and then working on the next. End of my little rant.

Any other cities like this out there with many projects going on and more starting every day?

Maybe they arent waiting for money on those projects...perhaps they are waiting for materials or equipment to come?

In any case...we have alot of construction going on here in Dallas too. I-35 has been under construction for several years, but I've never noticed it NOT being worked on for long periods of time (rain delays being excluded).

They recently started working on I-20 as well (but not in the same area as I-35), and I noticed there was a period of about 2 weeks or so where they didnt do any work at all to it, no rain or anything. Other than that its been about 3 months on that one and it's been fairly constant other than that one break.

They leave them halfway finished and start a lot of other projects until they are broke, and then when it's time to ask for more money from the state, they say `We got all this here road proect going on that ain't half-way finished up yet, it's gonna cost so much and then we gotta do much much more to other roads`. Just a clever ploy to milk more into their budget.
