That's a photoshop. I've seen a similar photo of Clinton with the caps on. Both are fake, I've seen both photos with the caps off.

Besides, how many of you have put a pair of binocs or a camera up to your eye and went "duh, the cap is still on"?

 

I agree with Viper, I saw the Clinton photo a few years ago. But I've never looked throught a camera or binoculars myself with the cap still on, how dumb do ya have to be?
