Question D-plan or not

Saw a local dealer's ad for a decently loaded 04 FX4 for just under $29k. I priced it out on fordvehicles.com and got an msrp of ~$36k. I guess I can get the same truck on DPlan for ~$31k.
Huh?
I thought DPlan was below invoice. Am i being misleaded or is the local dealer really selling it at a loss?

a. there's something you're missing, Lack of options maybe

b. It's a truck the dealer has been using to test/drive and has some miles on it

c. The dealer is trying to drum up some business with a one time deal

My inlaws bought a towncar for 30k when the sticker was over 39K. It was a clearence end of the year type thing though.

Can't be a 2 wheel drive, not if it's an FX4.

Oh, yeah! The same truck ad came out again today but this time the truck is just under $33k.
