Thers a new law on the books that prohibites covering the licence plate in any way. That includes shaded covering, neon light surrounds or frames that obscere the number or name of state.
The final can be applied to outside of the state registered vehicles if the officer cannot denote the state on the plate.
It seems that the law was bought about because a lot of people in the Houston area were running the toll booths and when the camera would try to capture the plate of the vehicle they would use covering the would defuse the light from the flash so that the number could not be read or reflect back the light.
But as with any law it's interpretation can be taken to the extreme and this is a perfect example of it. In Dallas officers have been using this as an excuse to pull over vehicles and justify any other actions as "probable cause."
The car dealerships are in a pickle because most of their frames that they give away when you buy the car are in violation by covering up a portion of 'Texas' along the top of the letters.
And the last thing they want is to have you get a ticket when you pull out of the place. Also they are begginning to rigoursly enforce the front plate law that you must have one...no if's,ands,or buts.
So in the morning go take a look...and why do I mention this?

Got my frames changed out a couple of days ago. A pain in the butt, but beats getting stopped for "probable cause". I had one of those beautiful chrome palm tree frames on the back, was a shame it had to come off

Most states have "obstuced license plate" laws and most are as broadly written as it sounds yours is. Most however aren't enforced too much. Once they start going to court and having a judge/magistrate refuse to convict enforcement goes down.
