Probably doing some type of pavement testing with instrumentation in the vehicle. Looks like something fairly specialized linked up on the roof there...

Actually, I believe F150Europe has the correct answer (even though the leads me to believe he may have been saying this in jest), my guess is that it is testing some sort of hands free driving/auto pilot thing.

Interestingly, the first pic is an Infiniti Q45 and the second is an Altima. Nissan is up to something.
