This is what confuses me. Since inspections have started the following points have been made clear.
1. There is not complete cooperation
2. Iraq did not disclose all weapons held
3. Weapons they did disclose violated were in violation
4. They have not only not disarmed, but have rearmed in some cases
These are all points that 1441 and previous resolutions call for, yet it's apparent that few wish to enforce.
To me, the "smoking gun" is shown almost daily. Just today it was reported that U2 flights were called off after Iraq launched fighters to shadow them. Missles they should never have had are being destroyed, but only after the UN found them and ordered them destroyed.
"Serious consequences" in my mind does not mean 12 more years of inspection games. This point should have been resolved before 1441 was ever passed.
At this point I would like to see the US take one of two approaches. Either quit playing resolution lobbying politics and go it now, or wipe their hands of the issue and make clear that the other UN countries will be forced to deal with it without US support.
IMO the UN has already become a useless organization for the most part, and this is yet another example of it.
