The Smoking Gun??
These ships are in violation of international law and are a danger to the shipping lanes. They need to be boarded and searched then towed to a port in France so they can inspect them for as long as they like.
They are only keeping an eye on them right now in fear that if they are boarded...that the ships captain's will sink them. If that is done the environmental consequences will be great due to whatever chemical, biological or nuclear weapons might be onboard.
If there are two choices:
1. Board them and risk the captains sinking them.
Or
2. Letting them get to the port they want to go and thus into the wrong hands with someone that most likely use them.
Then:
Attempt boarding them. If they sink them then great it would be much better to have any chemical, biological or nuclear weapons under the sea where mother nature “WILL” in time dilute and ultimately make them useless then having some nut use them which “WILL” cause MUCH more environmental damage on the surface and affect thousands of humans.
As far as choosing between sea life dieing and humans dieing it is NO choice sea life will have to die before ONE human does.
There is a third choice in this scenario. If we know for a fact that these ships do have chemical, biological or nuclear weapons we can pass word to them that they MUST do as we say and stop at sea so we can board. If they begin to sink the ship we can have aircraft standing by that can nuke the ships which will eliminate any danger of chemical, biological or nuclear products they have. The extreme heat of the nuclear explosion will kill or burn off all the chemicals and biological products they have as well as nuclear products they have.
We can not afford to be wussies and worry about “what they might do” we have to let them know what they “WILL” do OR ELSE. Remember we are the good guys and they are the bad guys. We do NOT let the bad guys dictate what they will do.

How about #3.
We could disguise our troups to look like the French navy. We could then board the ships, surrender, and while we were on board, have a good look around. Once we found what we're after, we could then take off our barrets, mustaches and striped shirts, put on some deodorant and take over the ship.
