Nah...just a freak skull. I think thats what the skull from the little guy in "The Island of Dr. Moroe" would look like.

 

I have seen on the discovery channel where some culture (dont remember which one) would shape there heads at a young age to make them longer and bulge out at the top. It was to show the other village people that they were of high stature.

Kinda creepy looking though!
