In todays mindset of "Big Government take care of me" it's hard for us to comprehend that all of those funds were privately raised.
Joseph Pulitzer set a goal of $100,000 and stated that anyone who contributed, no matter how small, would get their name in the paper.
Likewise, the funds raised in France were raised privately.
So, no one was forced to pay for the gift nor did they pay indirectly through taxes.

The French military can't be that bad, people from all over the world choose to join the French Foreign Legion. Let's see, there was Laurel and Hardy join the French Foreign Legion, then I believe The Three Stooges Joined, I think even Daffy Duck joined once. TV can't be wrong, so the French must really be great at battle tactics with all these people rushing to join.
