Microsoft Frontpage works well for people who don't know much HTML. For people like me, notepad does the trick!

I second the vote for FrontPage as far as ease of use goes. You'll have to make sure that whoever is actually hosting the page uses Windows NT/ 2000 servers with FronPage extentions. A lot of the features and functionality that you create are Microsoft specific, and won't run properly on non MS web servers, like Apache.

Try Net Objects Fusion 7

You can try it free for 30 days. I am no web developer, but it let me make a fairly decent page, after about 2 days of playing and figuring it out. This is by no means a great example of what you can do, but check out www.tncpa.us. It was made with NOF7.

I hate front page.

Dreamweaver works well.
Homesite seems good but I don't have much experience with it.

Notepad is also great with some good books to help you out.

Do not get this guy hooked on the most bloated piece of software out there, not to mention having him upload the pages on an NT server.
Due to a MS sql bug, the entire internet was brought to it's knees last weekend, when a worm was doSing everything through port 1334 looking for unpatched MS servers to infect. Even though MS had a patch out in July, enough people didn't use it, so that it caused problems for everyone.

Get 1st Page 2000 for free, and use it on a widely available, cheaper, and open source platform *nix sever.
When you get good at that, you can use notepad to write it, and 1st page to view like I used to.

skennett, you're funny.
