Need Some F350 help

Back story:
Currently deployed to Iraq and our unit has gotten a hold of some "Non Tactical" Vehicles. Basically these are either F150s, 250s, and 350s that we, when I say we I mean everyone that out ranks me, drive around the camp instead of the tactical trucks. Being in one of the maintenance sections for our company a lot of them come to us for help, with that a lot of times the Fords get pushed to me since I'm the one guy in our section that owns a F150. As far as basic trouble shooting we can handle it but we don't have any way check the OBDII system, so if we can't figure it out we have to tell the drivers to see if they can get the contracted mechanics to look at it. These guys will help sometimes but if the truck isn't on the books they don't really have to.

My current issue, '04 (I think) F350 with V8 Powerstroke seems like it has gone into limp home mode. When it's in Park or Neutral we can get the engine to rev up, once you put it in gear there's no response from the throttle but it will move maybe 5 to 10 mph. Along with problem none of the gauges on the instrument cluster work. At first I was just trying to trouble shoot the gauges, looked at fuses and was going to check the back of the fuse box. Then I found out about the previously described problem. Any help would be appreciated.

I'm going to try to get the VIN today, I looked in the door pillar and there was no stickers. Hopefully they put the VIN tag back after they put all the ballistic stuff in it.
