My uncle had a new windshield put in and the damn thing leaked water down the dash and supposedly around the column somewhere resulting in the following issues:

Electrical smell, no wiper / washer, no dome light, ABS light is on.

He replaced a bad fuse, though I'm not sure which one. Any ideas? I figure a few bad relays somewhere. Thx!

 

Sounds like you have a shorted plug/plugs around the colum area I would start with taking them apart and looking for burns in the plugs or fried wires. There is going to be quite a bit of wire chasing involved in diagnosing the probelm so if you dont have a good volt meter I would go invest in one.
