my dad has a 99 SD 7.3 2wd and when you hit about 40-45 mph tourque converter locked and try to accelerate slightly it will buck and shake rather hard. It will only do it in that 40-45 mph region and only when the torque converter locks. There is no slipping or anything else.

Is it the torque converter itself that needs to be replaced or is something else?
