My folks have a 1997 F-250 Powerstroke with some starting problems. They have to use Ether to get it to start in cold weather and/or high altitude. Does anyone know what the problem is and how to fix it?

They probably need new glow plugs. They need to test the glow plugs, glow plug relays, and the wiring harness under the valve covers. Internet research will show you how to do all of this. However, if they keep using Ether, they're going to need a new engine.
